A few words to your question: top global elite doesn't matter the political arraangement. All the political arrangements through 3000 years have been created by them. One of the reason of changing of the leading state is, that the possibilities of the leading state in global control are exhausted, and the state is exhausted too. Particularity of USA is, that US elites (not exclusively US), wanted to take control of the world instead of the top global elite (other words Global Predictor). This was possible thanks The Law of The Time. China has been prepared for this role for last 300 years I think.
